Funding and Finance: Developing the Dialogue between the Public and Third Sectors in the South East The ChangeUp Early Spend work in 2004 highlighted that funding and finance was a key concern for the third sector. Particular issues included procurement, full cost recovery, Local Area Agreements (LAAs), and the sharing of best practice and experience around these topics. In response to this, the South East Regional ChangeUp Consortium commissioned a Funding and Finance Programme (FFP) through RAISE.
